Madhya Pradesh wins CSI - Nihilent ‘Best e-Governed State Award’ for 2008-09


Pune, October 9, 2009: The State of Madhya Pradesh has been conferred the ‘Best e-Governed State Award’ at the prestigious Computer Society of India (CSI) and Nihilent e-Governance Awards for 2008-09. The district of Jalgaon in Maharashtra won the award of excellence in the District category while Education Department, Madhya Pradesh and Finance Department, Gujarat received the award of excellence in the Department category. 23 eGovernance initiatives were awarded under various categories.

The CSI-Nihilent e-Governance Awards 2008-09 for e-governance initiatives during the period April 1 2008 to March 31 2009 were announced at a grand function held at the 44th Annual Convention of CSI at Pune. Held for the seventh successive year, the awards are an annual process of identifying and recognizing the best e-Governance initiatives in India in citizen services at the State, Department, District and Project level.

Speaking at the awards function, Piyush Gupta, Convener of the awards, said, “The aim of these awards is to recognize and replicate the successful initiatives in achieving good governance using ICT. We have continuously improved the evaluation process, making these awards the true benchmark for quality conception and implementation of e-governance initiatives. Over 75 entries were received this year. Our heartiest congratulations to all the winners.”

A book titled “Fostering e-Governance: Compendium of Selected Indian Initiatives" (edited by Piyush Gupta, R K Bagga and A Sridevi) from this year’s awards was released on the occasion. It gives an insight to all stakeholders in e-governance and shares the critical success factors in the implementation process.

Madhya Pradesh was awarded for its initiatives such as computerization in government departments, manpower development for IT, guidelines for setting up of information kiosks and development of web sites by all government departments, facilitating good governance. MPOnline, a citizen services portal delivers a wide range of government services (copy of land records, forms for professional examination board, birth/death, caste certificates, etc.), improving transparency and accountability, and reducing delivery cycles.

The district administration of Jalgaon, Maharashtra received the award of excellence in the District category for developing an Integrated Voice Response System (E-Lokshahi) that provides 24 hour online public grievance redress system and FAQ forum being used widely through telephone and mobile.

The award of excellence in Department category was conferred on two departments - An e-Government initiative of the Education Department of Madhya Pradesh received the award for enhancing the quality of education to 1.60 crore students enrolled in 1.10 lakh schools by optimal utilization of the 3.5 Lac teachers and resources. The Finance Department of Madhya Pradesh was recognised for implementing e-governance best practices such as comprehensive dashboard with drill down facility, uniform Decision Support System reports for decision making, electronic payment to pensioners, online receipt of various taxes with real time accounting in state accounts; E-mail and SMS Alerts for citizen and business owners, digital signatures etc. Awards at the Project level for G2C, G2E, G2B, G2G, G2g & G2C categories were also announced.

The selection process included online submission of nomination forms, field visits by team of experts to assess project implementation and impact on people benefited by these projects and presentations by short listed nominations, followed by final selection based on combined score. All Government agencies (both Centre and State/UT Governments, down to District level), Government organisations and semi-government corporations, district collectorate, municipal Corporations, autonomous bodies including public sector were eligible to apply for the awards.

Chattisgarh wins CSI - Nihilent ‘Best e-Governed State Award’ for 2007-08

Emergency Management & Research Institute gets ‘Special Jury Award’ Palakkad, Kerala adjudged winner of new category ‘Best e-District’ Award’

New Delhi, December 18, 2008: Chattisgarh has been awarded the prestigious Computer Society of India (CSI) and Nihilent Best e-Governed State Award for 2007-08. The district of Pallakad in Kerala was chosen the winner out of over 30 entries in the Best e-District Award, a new category introduced this year. Emergency Management & Research Institute, Hyderabad (EMRI) was given Special Jury Award for outstanding national effort in launching “108” emergency services in 10 States using latest technologies.

The CSI-Nihilent e-Governance Awards 2007-08 for initiatives during the period April 1 2007 to March 31 2008 were announced at a grand function held during the 6th International Conference on e-Governance at the Indian Institute of Technology (IIT) New Delhi. Mr. BV Selveraj, IAS, Administrator, Union Territory of Lakshadweep and Dr. BK Gairola, Director General, National Informatics Centre (NIC) were the guests of honour on the occasion.

A book titled “Transforming Government: e-Governance Initiatives in India” from this year’s awards was released. It gives an insight to all stakeholders in e-governance and shares the critical success factors in the implementation process. Held for the sixth successive year, the awards are an annual process of identifying and recognizing the best e-Governance initiatives in India in the citizen services.

Speaking at the Awards function, Dr. K K Aggarwal, President Computer Society of India said, “The aim of these awards is to recognize and replicate the successful initiatives of states and organizations in achieving good governance using ICT. We have continuously improved the evaluation process, making these awards the true benchmark for quality conception and implementation of e-governance initiatives. Over 130 entries were received this year. We made a special effort this year to encourage participation from the list of 100 Backward districts identified by the Planning Commission. Congratulations to all the winners.”

Motor Vehicle Dept - Kerala, Food Civil Supplies & Consumer Protection - Chattisgarh and Board of Revenue - Uttar Pradesh were declared joint winners of the Best e-Governed Department Award. In the Best e-Governed Project category, projects from different states were chosen for Outstanding and Excellent efforts, in using IT for proving better services to Citizens. e-Arik from Arunachal Pradesh and EverAlert from Lakshadweep received Jury Awards for their significant contributions in remote/rural areas.

The Analytic Hierarchy Process (AHP) was used as a framework in the evaluation process. The awards for Best e-Governed State and Best e-Governed Department were based on parameters of e-Governance road map, IT policy framework, e-Readiness initiative and e-Governance initiatives (improving governance, impact on citizens and capacity building. The assessments for Best e-Governed Projects were done on selected Result Indicators (key performance, convenience to citizens, sustainability, innovation & replicability) and Enabler Indicators (leadership, people, process, partnership & resources).

The selection process included online submission of nomination forms, field visits by team of experts to assess project implementation and impact on people benefited by these projects and presentations by short listed nominations, followed by final selection based on combined score. LC Singh, founder & CEO, Nihilent presented IT - BHU Alumni Award of Excellence 2007- 08

The Association of IT - Banaras Hindu University (BHU) Alumni conferred on L C Singh, Founder and CEO, Nihilent the Alumini Award of Excellence 2007-08 at a glittering function organised at the Indian Habitat Centre in New Delhi. The other awardees were R.P. Singh, CMD, Power Grid Corporation of India and Dr. U. S. Awasthi, MD, Indian Farmers Fertilizers Cooperative Ltd. (IFFCO). All the awardees were given a standing ovation as their respective citations were read out to a full house of their co-alumni. The assemblage warmly applauded the singular achievements of these stalwarts in their respective fields and their commitment to the noble task of nation building.

The high-profile list of guests at the function included Mr. Vinod Rai, IAS, Secretary Banking, Govt. of India; Dr. T.Ramasami, Director General, CSIR & Secretary to the Govt. of India and Dr. Ashok K. Chauhan, Founder President, RBEF & Chairman, AKC Group of Companies. The guests were unanimous in expressing their overwhelming appreciation of the rich contribution made by the alumni of the Institute.
